Ten panels will be set up. Aims are (a) To identify cases in each area of intervention discussed in the panels that present ethical issues; (b) To classify the cases by ethical issue and identify the issue in question; (c)And to propose and discuss possible solutions to these ethical issues through the shared knowledge and experiences of the participants and to emphasise the most important problems.
Panels will be2 :
1.- Primary health care
2.- Children, adolescents and young people
3.- The elderly
4.- Mentally disabled and mentally ill people
5.- Prison population
6.- Domestic violence
7.- Poverty and social exclusion
8.- Immigration
9.- Drug addictions
10.- Ethical basis and inter-sectorial aspects
There will be a coordinator on each panel to chair the debate and a person to record the proceedings. At the end of the symposium the coordinator will write an article on the conclusions of the panel discussion.
Registered participants can present papers at the panel sessions. Those papers selected by the Scientific Committee will be published in a book.
The coordinator will decide if the selected papers will be presented in the traditional way or if they will be discussed and debated directly.
Registered participants in each panel will receive the papers selected and a document from the Observatory explaining the main ethical issues that have been identified as a starting point for discussion in each area of intervention.
